The terms call Voyager a non-admitted insurer. Its 2025 statutory statement lists it as eligible surplus lines (E) in California and licensed (L) only in Georgia. Shipsurance's California non-admitted notice (which does not name the insurer) says such insurers do not take part in California guarantee funds.

Does Etsy Shipping Insurance cover porch theft?

Packages stolen after delivery are not covered; cover is for loss or damage while in transit.

Jewelry, watches, laptops, and phones

The Etsy terms held have no specific rule for jewelry, watches, laptops or phones. They exclude TVs and computer monitors, and exclude any parcel that needed signature service but was sent without it.

How and when claims pay

The terms conflict: they say cover starts from dollar zero and carrier claims are not needed, but also require notice to the carrier and call the program excess of other insurance.

Deadlines

• Give immediate notice to the carrier and to Shipsurance.

What changed recently

• 2024-10 Wording on the right to buy insurance was clarified; Shipsurance can refuse cover for fraud, rule breaches, abusive behavior or loss history. Our review found no change to goods, perils or limits since 2023.

What we couldn't confirm

• Voyager master policy, declarations and certificate are not public, although the terms refer to 'this Certificate'.
• No deductible is stated.
• The 'Insurance Fees' section of the terms page is empty; rates come only from Etsy's help page.
• Unresolved conflict in the terms (present in 2023 and current editions): 'dollar zero' cover and 'do not file with the carrier' versus a condition to notify the carrier and an excess 'Other Insurance' clause.
• The terms page shows no effective date; our review dates it by its change log (last entry October 2024).
• Etsy's help page says the Shipsurance option can be added for up to $5,000; Etsy labels also carry separate carrier coverage (for example up to $100 on USPS Priority Mail and Ground Advantage, and on UPS and FedEx labels), which is claimed with the carrier, not Shipsurance.
• Do not assume Shopify's Shipsurance wording applies; the Etsy program differs on theft after delivery, branded-packaging damage and signature thresholds.
• The terms say Voyager is non-admitted; its statutory statement shows it licensed in Georgia. Its statutory statement shows Voyager licensed (L) in Georgia.
