UPS Declared Value (carrier liability)

What it covers, what it excludes, and how claims pay. Quoted from the wording.

Quick answer

UPS declared value raises UPS's own liability for loss or damage; UPS's terms say it is not insurance of any kind. Without a declared value UPS pays at most $100 per package, and with one it pays up to the declared value (normally $50,000 maximum), based on what the item is actually worth. UPS is not liable once a package is delivered, including delivery without a signature, unless the optional UPS Package Shield applies.

Carrier liability and declared value are not insurance, so this page isn't scored. See the insurer scorecard to compare insurance programs.

This is UPS's own contractual liability. UPS says shippers who want insurance should buy it from a third party, and names its affiliates UPS Capital Insurance Agency and Parcel Pro as possible sources.

“When a Shipper declares a value in excess of $100, it does not receive any form of insurance. Shippers desiring cargo insurance, all risk insurance, or another form of insurance should purchase such insurance from a third party.”

Does UPS declared value cover porch theft?

By default UPS can deliver without a signature and is not liable for loss after delivery. Where UPS offers Package Shield and you declare a value and pay for it, UPS is liable if a package left without a signature is stolen before the receiver takes it.

“Unless the Shipper selects a Signature Required service, UPS reserves the right, in its sole and unlimited discretion, to make a Delivery without obtaining a signature.”

Jewelry, watches, laptops, and phones

UPS will not carry 'articles of unusual value', which include any package worth more than $50,000 ($70,000 for Enhanced Maximum Declared Value packages). Unset precious stones on any shipment, and international jewelry, are capped at $1,000 (international jewelry $2,500 to listed destinations). Jewelry, computers, phones and other high-value goods must not be labeled with their contents.

“UPS does not accept for transportation, and Shippers are prohibited from shipping: – Articles of unusual value, which shall be deemed to include, but are not limited to: • Any Package with an actual value of more than $50,000”

Frequently asked questions

Is UPS declared value insurance?

No. UPS's terms say a shipper who declares more than $100 'does not receive any form of insurance'. It only raises UPS's own liability, and UPS points shippers to third-party insurance.

How much does UPS pay for a lost package without declared value?

At most $100 per package, and never more than the lowest of the buyer's purchase price, actual cost, replacement cost or repair cost.

Does UPS cover porch theft?

Not by default. UPS can deliver without a signature, and it is not liable for loss after delivery. If UPS offers Package Shield on your account and you declare a value and pay for it, UPS becomes liable for theft of an unsigned delivery before the receiver takes it (not for fraud by the receiver).

What is the maximum declared value at UPS?

$50,000 per package and $100,000 per pallet, with $70,000 for certain eligible packages. Lower caps apply, for example $500 for UPS Drop Box packages, and UPS will not carry packages worth more than $50,000 as 'articles of unusual value'.

How long do I have to file a UPS claim?

For domestic shipments, give UPS notice within 60 days after delivery (or scheduled delivery) and file the claim within nine months. International claims must be filed within 60 days. UPS has 120 days to pay, decline or make an offer.

Can UPS suspend its on-time Service Guarantee?

Yes. UPS's terms say it may cancel, suspend or modify the Service Guarantee for any service and any period, at its sole discretion and without prior notice. When it applies, the only remedy is a credit or refund of shipping charges.
